Fubara had spent six months on suspension during the state of emergency declared by President Bola Tinubu, who appointed Ibas as sole administrator of the state.
Ibas presented a budget for Rivers State to the National Assembly since the state assembly was also suspended.

“A few other things were also agreed for him to appoint commissioners to work with him and generally work with members of the party who have said, ‘okay, let bygones be bygone’.
“But since he came back, he has refused to do any of those things; instead, he plays to the gallery.”
